Mission Statement

Frankton Town & Country Youth Baseball is an all-volunteer organization, primarily the parents or guardians of the players, dedicated to providing the youth of out community with the opportunity to play the game of baseball.

In order for the youth to play the game, it is necessary for volunteer coaches to teach the fundamentals, players learn good sportsmanship, teamwork, and self control. But the most important part of our program is that the players and coaches have fun playing baseball.


By Laws - League Operation

  1. League Board is to consist of President, Vice President, Treasurer, Secretary, Safety Director, Concessions and Fundraising Director. Board will be established by election by all league individuals at the conclusion of each season.

  2. All purchases are to be approved by board vote.

  3. Must be one board member present at all times during game play.

  4. During opening and closing of concession stand there must be two board members present.

  5. During the counting of any league money there must be two board members present.

  6. Deposits are to be made nightly with two board members taking the deposit to the bank.

  7. No one under 16 years of age is to be in the concession stand.

  8. Absolutely no one under the age of 16 is to be in the press box section of the tower.

  9. Rules pertaining to the league in general will be decided by a total board majority.


By Laws - Game & Draft Procedures
All rules will be played by the latest edition Town & Country Rule Book available unless otherwise stated by the following by-laws.

  1. All twelve year olds shall play in the major league. Exception brought through the Safety Director: To be voted on by the Board.

  2. All ten year olds and new older children must try out for major league with or without major league experience. Exception brought through the Safety Director: To be voted on by the board.

  3. Nine year olds may try out for the major league with the approval of Safety Director: To be voted on by the board.

  4. The league shall choose new players using a draft system.

  5. The draft order shall be the league rankings from the previous year in reverse order.

  6. Each team is limited to two optioned players, ie... mgr. and coach.

  7. All major and minor manager and coaches options should be known before their first respective tryouts.

  8. Mgr. and coaches options are renewed when a previously optioned player is no longer on a teams roster. A manager option must be available when that manager leaves. All Managers sons playing become options.

  9. If a brother of a manager or coach's option moves up they must be picked by the second round.

  10. Brothers options must be exercised in the same round as the older brother was taken, if drafted in the same year. If is from a previous years draft must be drafted by the second round.

  11. All Teams will be within 2 players at the end of the first drafting round in each individual age group.

  12. No team shall draft more than five players in the same league age group to keep teams as even as possible in that age group.

  13. Once drafted a player remains the rights of the drafting team.

  14. All Rule changes take a total board majority vote.

  15. Rules pertaining to the minor league will be decided by minor league manager majority and the Vice President: To be voted on by the board.

  16. Rules pertaining to the major league will decided by major league manager majority and the President: To be voted on by the board.

  17. President and Vice President of the league may be manager, coach, or umpire in the league.

  18. Minor league games will start at 5:00 pm on weeknights. Minor league games must be over at 7:00 pm. If a game is tied at end of time limit will be finished on the next available rain date.

  19. Minor games scheduled for 5:00 pm delayed by weather must be started by 5:45 pm. If not game will be rescheduled for next available rain date. If game is started by 5:45 game will be played with a 2 hour time limit. If game is tied will be completed on next available rain date.

  20. If minor league game is canceled due to weather the major league game may be played. Subject to weather and field conditions, with approval of board member not involved in game.

  21. No peewee players are allowed to play in the minor or major league. Seven year olds may try out for minor league.

  22. Each team shall provide one person to work in the concession stand. Will work game previous to or following your game. Said person must be present and ready to work with in 10 minutes of said game . If said person is not present team will forfit their game. Game will be played but results will be per the forfit. Parents may pay and additional $10 at signups to have someone work their scheduled game.

  23. Each team must supply 2 coaches to work the game proceeding or following game. 1 will umpire 1 will work in the tower. Each game will have one paid umpire working home plate, 2 coaches as base umpires, and 2 coaches working in the press box. Failure to provide proper coverage will result in forfeit of game. Game will be played but results will be forfeit.

  24. If a player is not at school on a game day player will not be allowed to play. If absent from school on Friday will not play on Saturday. Exceptions for excused school absence.


City Tournament

  1. City Tournament is considered for pitching purposes a one week tournament.

  2. Same Pitching rules in effect as regular season, except rest period is waived.

  3. All other rules that are in effect in regular season play are in effect during the city tournament.

  4. The ten run rule is at the option of the loosing manager it may be exercised at any time after the fourth inning, (3 and 1/2 if visiting team).

  5. If game is stopped by weather the game will resume at the point the game was stopped. Games must be played a full 6 innings can not end early due to WEATHER.


ALL STARS

  1. A list of all players in all age groups by team will be provided by the board and will be voted for all star teams.

  2. The Vote will be by secret ballot. This will be tabulated by the President and Vice President.

  3. The top vote receivers will be on the team. The number of players will be determined by the Town&Country Committee. In case of a tie another vote by the managers will be taken between the tie candidates to determine who will be on the team. If the event of a second tie the League President will vote to break the tie.

  4. Only one coaches ballot per team.

  5. All players will receive one ballot total results of this vote with the top 12 players will be given one vote.

  6. All star managers will be chosen by managers ballot: To be approved by the board.

  7. Twelve players will be picked by closed vote. One player will be picked by the manager of the All Star team. Said manager will bring his player pick to the board and they shall vote on the player pick. This will take place until such a time that there is a majority vote to accept said player.

  8. All star practice time on the field will be scheduled by the board.
